On October 18, 2017, ENR published Mark Nagata’s viewpoint piece entitled, “The Flaw in ASCE’s New Project Delay Guidelines.”  The piece addresses American Society of Civil Engineer’s new Schedule Delay Analysis Standard’s inclusion of a recommended guideline that attempts to increase an owner’s obligation to grant time extensions for “non-critical path” delays.

Bill Haydt to Speak at 2017 Ohio Transportation Engineering Conference, Columbus, OH, October 10-11, 2017

Bill Haydt will be presenting “Can a Contractor be Entitled to a Time Extension if the Delay is not Critical?” at the OTE Conference on 10/10/17, in Columbus, Ohio. This 2-day event is attended by more than 3,000 transportation professionals throughout the nation. OTEC is co-sponsored by the Ohio Department of Transportation and Ohio State University. Bill’s 1-1/2 hr. presentation will focus on three basic areas: what an offsetting delay is and how it would upset the status quo; the current state of practice as it relates to the determination of the contractor’s entitlement to a time extension; and how a contract can be modified to address the change in the status quo.
