Using a grant from the Federal Transit Administration, The Transit Authority (TTA) constructed a joint development Intermodal Transportation Center and retail complex on portions of a 9.1-acre site known as the “Superblock” in downtown Huntington, WV. The $50M Center includes park-and-ride facilities, retail and entertainment facilities, and parking garages to support the establishment of a shuttle bus service focused on the downtown and Marshall University areas of the City of Huntington.
As the Project Management Oversight Consultant, Trauner developed the contract and bid and procurement documents for the design consultant, developers, and contractors. We were also involved in every aspect of the scheduling for the project. We developed standardized guidelines, procedures, and contract provisions related to scheduling for the project. We then assisted the TTA with the maintenance and enforcement of procedures and specifications. We worked closely with the construction manager to develop a reasonable and constructible schedule for the project. We then interfaced with the contractors to ensure that schedule updates accurately reflected the status of the project and work remaining. We evaluated any delays or time extension requests and assessed liquidated damages. We provided regular reports to the TTA regarding the budget, cash flow, and scheduling of the project. We maintained all schedule documentation and reviewed all schedule-related information and events.
In essence, Trauner handled all schedule-related functions associated with the project. Importantly, the project was finished timely, within budget, and without disputes or claims.
