Joe’s experience includes claims analysis, delay analysis, surety completion services, construction management and administration, preparation and review of contract documents, partnering facilitation for major construction projects, and litigation support.
Joe has testified as an expert witness at trial, arbitration, and deposition in the areas of delays, inefficiencies, damages, and the propriety of termination. He has extensive experience in the preparation of expert reports and written testimony, interrogatories, discovery requests, questions for depositions and cross-examination, and trial exhibits. Joe has directed and performed virtually all types of claim analyses including delay and inefficiency, assessed responsibility for contract changes, and calculated various types of delay damages. Joe has analyzed claims for public and private clients on a wide variety of projects including commercial building, military, healthcare, educational, high-rise, assisted living, public housing, prison, residential, retail, environmental remediation, marine, highway, airport, and transit projects. He has provided these analyses during the project to help the project team resolve disagreements and avoid disputes; and after the project has completed to help the parties resolve their differences without resorting to costly litigation.
Joe also has extensive experience helping sureties fulfill their bond obligations and resolve disputes prior to and after a contractor has defaulted. His work includes the evaluation of contractor bid pricing, evaluation of the contractor’s ability to perform work, risk assessment, evaluation of termination, construction completion services, claim and litigation support services, loss recovery services, evaluation of payment bond claims, negotiation and settlement of payment bond claims, and construction defects investigation services. He has provided these services for commercial, development, educational, and assisted living projects.
In addition, Joe is a founding member of the Philadelphia Surety Claims Association. He currently sits on the board of directors and holds the position of board secretary for the association.
Prior to joining Trauner, Joe worked for the U.S. Army Corps of Engineers providing project management and daily monitoring of construction activities at several superfund cleanup projects. Joe’s responsibilities included contract negotiations; management of the construction staff and design professionals; review of specifications, drawings, submittals, monthly invoices, and CPM construction schedules for compliance with contract documents; negotiation and preparation of change orders; evaluation of claims and litigation support; project inspection; and interfacing with various federal, state, and local governmental agencies to ensure regulatory compliance.
