Geoff is an expert in cost estimating, construction management, contract administration, schedule analysis, claims analysis, dispute resolution, specification writing, and training.

Geoff has a unique combination of experience that includes hands-on construction field work and construction management experience as an estimator and project manager. Geoff has worked as a claims consultant since 1999. This well-rounded mixture of construction and claims experience gives Geoff a useful perspective on a wide variety of projects.

Geoff has provided expert witness testimony before the California state court and in arbitration, and in depositions for courts in Arizona, Colorado, and New Mexico. He has also participated in a number of mediations in California, Nevada, Idaho, and New Mexico. Geoff has extensive experience in the preparation of expert reports, interrogatories, discovery requests, and deposition questions.

Geoff evaluates claims having to do with contractual disputes, delays, inefficiency, standard of care, and damages for current and completed projects. Geoff has evaluated claims on casinos, hotels, mines, highways, bridges, pipelines, tunnels, condominiums, hospitals, wastewater facilities, and entertainment facilities. Geoff also has experience as an owner’s representative for projects under construction.

Geoff has reviewed and revised construction specifications for departments of transportation in several states. He served as project director during the development of design-build contract documents for the San Diego Airport’s expansion projects. Geoff is a certified instructor for the Federal Highway Administration’s National Highway Institute teaching courses across the country on writing specifications and on claims management and avoidance. Geoff has also taught seminars on construction management for various organizations and public agencies, and has presented Lorman webinars on cost and management issues.

Geoff was formerly the division construction manager for one of San Diego’s oldest general contractors, and was directly responsible for a field and management force of 130 people. Geoff also served as the general construction manager for a telecommunications startup in San Diego, managing fiber ring construction throughout southern California and construction of state-of-the-art data centers in San Diego, Anaheim, Glendale, and San Jose.
