The project involved construction of a facility to house prisoners with psychiatric problems. Jester IV is a maximum security, 550-bed general psychiatric facility. The project consisted of the construction of cast-on-site, tilt-up buildings. The contractor filed a $1.5 million claim on behalf of its mechanical subcontractor. Compensation was requested for disputed extra work, redesign costs, lost efficiency, delay, additional supervision, and overhead.

Trauner was retained by the Texas Department of Criminal Justice to analyze the claim and reach an independent opinion as to entitlement and quantum. This independent opinion was based on our analysis of the claim document, its backup, and supplemental information supplied by the Texas Department of Criminal Justice. A settlement was reached. Trauner provided the following services:

  • Delay analysis
  • Evaluation of disputed work items, including:
    • Firestopping
    • Insulation changes
    • Caulking
  • Analysis of responsibility for damages
  • Analysis of acceleration
  • Evaluation of the adequacy of weather-related time extensions
  • Review of lost efficiency calculation
