The High Desert State Prison project, Bid Package 5/7, consisted of 32, single-story, pre-engineered metal bridges and two masonry buildings. The project included all foundation, concrete slabs, site, masonry, electrical, mechanical, security, and structural construction. The contractor filed a $1.7 million claim on behalf of it and three subcontractors. Issues included delay, weather effects, lost efficiency, and disputed work items.
Trauner was retained by the California Department of Corrections to provide an independent review and objective analysis of the delays incurred on the project and to determine the liability for these delays. A detailed delay analysis was performed using as-built and as-planned information. Trauner examined metal building shop drawings, evaluated the adequacy of the lost inefficiencies that were claimed and proposed adjustments to entitlements when appropriate. Trauner also conducted a cost review to evaluate the claimed compensation. Negotiation support was also provided. The claim settled during the negotiations.
