The Dravo Corporation was awarded a $12 million design-build contract by Continental Energy Associates, Inc. to build a state-of-the-art coal gasification facility supplying gas to an electric co-generation facility in Hazelton, Pennsylvania. The work included the construction of a four story gasification facility and installation of 16 proprietary Wellman Galusha gasifiers used in the brick kiln industry and process gas piping systems to convey the gas to the co-generation turbine. The facility included automated control systems and fire protection systems, process gas fans, a flare stack, and exhaust systems. The design-build contract required Dravo to meet a sustained output of 300M BTU's at the gas turbine for a specified performance period during commissioning of the facility. During the commissioning phase, malfunctions and explosions occurred in the gasification systems preventing Dravo from meeting the required output for commissioning. Dravo made extensive changes to the systems to improve performance, but was terminated before all the changes were implemented and tested.
Trauner was retained by Dravo and its surety to analyze issues related to the performance of the facility, determine the causes of the issues and delays arising during commissioning, and provide an opinion as to the propriety of termination. Trauner analyzed and developed additional costs associated with commissioning and termination, and evaluated the costs associated with alleged losses in revenue sustained by the owner.
